Denmark’s OECD Contact Criticizes Nordic Aviation Capital for Inadequate Human Rights Due Diligence in Myanmar

Denmark's OECD National Contact Point has issued a report criticizing Nordic Aviation Capital (NAC) for insufficient human rights due diligence regarding its operations in Myanmar. The Danish grievance body, established under OECD guidelines, reviewed a complaint filed by Justice For Myanmar, which alleged that NAC failed to properly assess risks linked to its Myanmar business partners and did not adequately prevent potential human rights abuses.

The complaint, submitted in June 2024, claimed that several ATR aircraft associated with NAC later entered into use by the Myanmar Air Force—an entity alleged to carry out attacks on civilians. It was also noted that NAC was acquired by Dubai Aerospace Enterprise in May 2025, and that the review process was constrained by a five-year statute of limitations.

This finding underscores ongoing concerns about the responsibilities of aircraft leasing companies operating in conflict zones and the importance of thorough due diligence to prevent complicity in human rights violations. The report emphasizes the need for airlines and leasing firms to implement rigorous checks and to act responsibly in volatile regions to mitigate potential harms.
