A memorandum of understanding (MoU) has been established between Penang Global Tourism and HK Express to promote enhanced air connectivity and tourism collaboration between Malaysia, China, and Japan. Signed on October 27, 2025, in Hong Kong, this partnership aims to facilitate increased flights, tourism exchanges, and regional cooperation, positioning Penang as a strategic hub for travelers across Asia.
The MoU follows HK Express’s recent expansion in Malaysia, including the launch of a second daily flight connecting Hong Kong (HKG) to Penang (PEN) on October 26, 2025. This highlights the growing demand for travel between Hong Kong and Malaysia, which is further supported by Malaysia’s relaxed visa policies attracting more Chinese tourists.
HK Express has also introduced new routes to Kuala Lumpur’s Sultan Abdul Aziz Shah Airport (SZB) and Kota Kinabalu, reflecting its regional growth strategy. These developments aim to boost Malaysia’s tourism industry by increasing direct flights and improving access, especially for visitors from the Greater Bay Area, Mainland China, and Japan.
