Vietnam is advancing its civil aviation infrastructure and legal framework through proposed amendments to the existing Law on Civil Aviation. The draft law aims to modernize regulations, increase transparency, and promote private sector involvement in airport management and development, aligning Vietnam with global standards.
The new legal proposal, consisting of eleven chapters and 109 articles, seeks to replace the previous outdated law, covering areas such as State management, investment mechanisms, safety, security, and passenger rights. Notably, the draft emphasizes a holistic approach where safety is integrated into broader development strategies and institutional strengthening.
A significant feature of this draft is the expansion of private sector participation through public-private partnerships (PPPs) and concessions. It allows private investors to contribute to the construction, management, and operation of airports and related infrastructure, previously controlled solely by the State. This initiative aims to foster competition, improve service quality, and mobilize social capital for vital infrastructure projects.
Additionally, the law refines protocols for transparency and oversight, requiring clear disclosures of contract terms and regular reporting from investors. Local governments are empowered to initiate and manage regional airport projects, accelerating development in areas with growth potential. The draft also broadens the definition of aviation infrastructure to include digital and operational systems, supporting modernization efforts.
Furthermore, the draft undertakes reforms in passenger rights, flight information transparency, and environmental initiatives to push towards Vietnam's net-zero emissions goal by 2050. Several private projects are already underway, including the proposed Ninh Binh airport and operations by SunPhuQuoc Airways, indicating a shift towards a more competitive and diversified aviation sector.
This strategic reform reflects Vietnam’s commitment to aligning with international standards while harnessing private sector resources to develop a safer, more efficient, and sustainable civil aviation industry.
