The civil aviation authorities of Chinese Mainland, Hong Kong, and Macao have jointly signed a series of cooperation agreements aimed at enhancing aircraft safety and operational efficiency. This significant development took place at the Hong Kong Civil Aviation Department headquarters on April 30, with senior officials from each region present. The agreements encompass mutual recognition of aircraft type certificates, certification for the Chinese C929 aircraft, joint maintenance management, and the oversight of aviation fuels and chemicals.

Building on prior collaborations in airworthiness certification and maintenance recognition, the new accords expand regional cooperation to include aircraft type certification and fuel certification, promoting standardized safety practices across borders. Notably, the arrangement for the C929 aircraft continues the existing certification process for China’s domestically developed C919 aircraft, with ongoing active participation from the Civil Aviation Department.

Strategic Collaboration and Future Outlook

Officials emphasized that these agreements reflect a milestone in regional aviation cooperation. Mr. Liu, the Director-General of Hong Kong's Civil Aviation Department, noted that Hong Kong would continue to leverage its strategic position as a "super connector" to support China's broader aviation ambitions. The agreements are designed to streamline certification processes, improve safety standards, and foster international competitiveness—all essential for the sustained growth of the industry in the region.

"The signing of these cooperation arrangements marks a significant step forward in regional aviation collaboration," said Mr. Liu. "They will likely accelerate certification processes and enhance safety oversight across the Mainland, Hong Kong, and Macao."

Overall, the agreements exemplify a concerted effort to unify standards, facilitate international cooperation, and support China's aviation development initiatives, promising a more integrated and safer aviation environment for the future.
