EU-Qatar Air Transport Agreement Under Review Amid Criticism and Controversy

The European Commission has announced its intention to evaluate the EU-Qatar air transport agreement by the end of 2029, a process that has drawn criticism from several airline and labor groups. The European Cabin Crew Association (EurECCA) has called for an earlier investigation, arguing that the current timetable postpones meaningful scrutiny until near the end of the institutional cycle, which it considers inadequate for accountability and transparency.

Signed in October 2021, the agreement has facilitated increased market access between Qatar and EU member states, promoting fair competition and environmental and social standards. However, it faced opposition from European airlines such as Air France-KLM and Lufthansa, which voiced concerns over Qatar Airways' potential dominance and the perceived imbalance in market opportunities.

Controversy surrounding Henrik Hololei, a former European Commission official, accepting free flights from Qatar Airways during negotiations, has further tainted the process, raising questions about conflicts of interest. Despite these issues, stakeholders including European airports oppose suspension, emphasizing the importance of connectivity and consumer choice. Recent capacity data indicates a contraction in EU-Qatar travel during summer 2026, with Qatar Airways holding near-total market capacity following Iberia's suspension of its Madrid-Doha route.

The ongoing review reflects complex diplomatic and economic considerations, with political groups scrutinizing the agreement's future and its role in regional and global aviation markets.
