European Commission Unveils Sustainable Transport Investment Plan to Accelerate Decarbonisation in Aviation and Maritime Sectors

Today in Brussels, the European Commission announced its Sustainable Transport Investment Plan (STIP) strategy aimed at advancing the energy transition within the aviation and maritime industries. The initiative focuses on mobilizing significant funding to promote the adoption of renewable and low-carbon fuels, essential components for Europe's climate goals. Hydrogen Europe expressed support for the plan's emphasis on unlocking funds to help projects reach final investment decisions and recognized the ongoing challenge of narrowing the cost gap between renewable fuels and fossil alternatives.

The STIP plans to mobilize at least €2.9 billion by the end of 2027 through various instruments. These include €2 billion via InvestEU to bridge financial gaps for sustainable fuels, €300 million allocated to support hydrogen production for sustainable aviation and maritime fuels through the European Hydrogen Bank, and €133 million through Horizon Europe dedicated to research and innovation projects. Additionally, €153 million and €293 million will be dedicated to synthetic aviation fuels and maritime fuels respectively under the Innovation Fund. An eSAF Early Movers Coalition pilot project will also be launched with a target budget of at least €500 million by the end of 2025.

Support Measures and Future Outlook

The plan introduces intermediary mechanisms to connect fuel producers and consumers, providing revenue certainty and reducing investment risks. These efforts aim not only to decarbonize aviation and maritime sectors but also to decrease fossil fuel imports, enhance energy security, and foster a new industry supporting European employment and growth.

Hydrogen Europe called on the European Commission to proceed promptly with the implementation of STIP, particularly through the upcoming review of the ETS Directive scheduled for 2026. The association also urged national governments to develop resilient energy systems that facilitate decarbonization in transport sectors. Stakeholders anticipate discussions on this matter at the upcoming transport ministers' meeting on 4 December.
