France Opposes Airline Tax Increase and Advocates for Global Adoption of Climate-Related Passenger Taxes

France has reaffirmed its position against increasing the 'solidarity tax' on airline tickets, a measure introduced in 2006 to support development financing. While the tax has been tripled since March, the country’s transport ministry has stated there are no current plans to raise it further, emphasizing its role in encouraging international adoption of similar mechanisms.

Discussions at COP30 focus on expanding efforts to tax luxury air travel, particularly to aid poorer nations in the fight against climate change. France, along with Barbados and Kenya, launched a coalition advocating for such taxes to support sustainable development goals, with the aim of broadening the coalition during the ongoing summit in Brazil.

Impact of the Tax

Since the tax's escalation, costs for domestic, European, and long-haul flights departing France have increased significantly. Private aviation faces even steeper costs, with additional expenses ranging from €207.37 to €2,097.37 per passenger. The tax revenue also funds France's infrastructure initiatives and is a part of a broader effort to finance sustainable development while addressing aviation emissions.

French officials have stressed that the ongoing discussions at COP30 are not intended to result in further tax increases. Instead, their goal is to promote the use of mechanisms like the 'solidarity tax' globally to help fund climate-related initiatives in the Global South, fostering international cooperation on aviation taxation and climate finance.
