German Government Considers Expanding Landing Rights for Emirates Airlines to Berlin

The German Federal Ministry of Transport is currently contemplating expanding landing rights for Emirates Airlines to include Berlin Brandenburg Airport (BER). Emirates, based in Dubai, seeks to connect BER with its global network, which currently comprises only four German hubs due to bilateral agreements. The potential addition of Berlin, which could bring around 140,000 extra passengers annually, has sparked vigorous political debate across the federal states.

Supporters in eastern German states, including Berlin's Governing Mayor, argue that increased international routes would bolster economic and tourism growth in their regions. Conversely, officials from Bavaria and Hesse warn that this expansion could weaken established hubs in Frankfurt and Munich, possibly jeopardizing Germany's domestic aviation network. The German government has yet to make a final decision, with negotiations potentially involving the discontinuation of existing routes or expansion of bilateral agreements.

Regional and Market Implications

Regional politicians are also pushing for Stuttgart Airport to be included in future negotiations. They regard Stuttgart as a strategically vital destination that, if included, could enhance the area's international profile. The market is influenced by competition from other Gulf carriers, notably Qatar Airways, which already enjoys more extensive access rights in Germany, intensifying pressure on traditional European airlines such as Lufthansa.

"A direct connection to Dubai would be a significant prestige boost and economic stimulus for the region," said a spokesperson for regional economic development.

Since the insolvency of Air Berlin in 2017, the region has lacked direct intercontinental flights, making this decision impactful on its future international connectivity. While regional carrier Condor plans flights to Abu Dhabi in 2026, a daily Emirates service to Dubai remains a highly influential position for attracting international investment. The outcome of this decision will shape Germany’s future air transport strategy and its internal traffic flow distribution.
