October 5, 2026 — Kyiv experienced a surge in Russian drone and missile attacks this Sunday, coinciding with a solidarity visit from German Chancellor Friedrich Merz. During his visit, Ukraine and Germany finalized a new $1.5 billion deal aimed at bolstering Ukraine’s defense capabilities against escalating aerial assaults and supporting its energy infrastructure.
The agreement, valued at more than 1.3 billion euros, allocates approximately 1 billion euros for weaponry, including advanced combat drones. An additional 350 million euros is designated for Ukraine's energy sector, which Russia has explicitly targeted in an attempt to disrupt power and heating ahead of the winter months, according to AFP.
Chancellor Merz emphasized that the new deal would strengthen Ukraine’s air defense "quickly and significantly." He noted that "significant technical breakthroughs have already been achieved in this area in recent weeks," particularly in the joint production of anti-jet drones. Germany is also supplying standoff weapons, additional combat drones, and satellite technology to enable Ukraine to target Russian launch sites.
The aid for the energy sector is critical, as Russia admitted to deliberately targeting these facilities. Last year, similar attacks caused widespread power outages and heating disruptions, with temperatures plummeting to minus 20 degrees Celsius. Merz confirmed Berlin’s winter support program would also provide generators, transformer stations, and assistance for grid repairs.
During Merz's visit, air raid sirens frequently sounded across Kyiv. President Volodymyr Zelensky showed the German Chancellor damage to the National Academy of Sciences, struck by a Russian attack drone on Monday, killing two people. Merz described these "barbarous attacks on the civilian population of Ukraine" as war crimes.
A blast heard across the city reportedly damaged the road surface of the Northern Bridge, one of several bridges connecting eastern and western Kyiv over the Dnipro River. These bridges have been repeatedly targeted over the past four days. Kyiv Mayor Vitali Klitschko has indicated that the capital, largely spared the direct devastation seen near the front lines, should now prepare for a prolonged conflict posture.
President Zelensky also announced that the United States had proposed "technical level" talks involving both Ukraine and Russia by the end of the month, potentially including mediators from the UAE. Zelensky stated, "We respond positively to negotiations."
Despite a warning from Moscow on Saturday for foreigners and diplomats to leave Kyiv due to "massive" new airstrikes, leaders from allied countries continue their visits. EU Ambassador Katarina Mathernova affirmed on X that the "EU Delegation is staying," adding, "Threatening us will not stop Europe's support for Ukraine. It only reminds us why that support matters!" Merz stated he was unfazed by the threat.
As Russia and Ukraine vow to intensify long-range attacks, the new German aid package represents a continued commitment from European allies to bolster Ukraine's defenses and resilience against ongoing aggression, particularly as winter approaches.
