Global Aviation Safety Challenges and Structural Risks in Shared Airspace

The 2025 Safety Report by the Flight Safety Foundation highlights that the expansion of air transportation exceeds the capacity of existing safety management systems. The increase in flights, including new players like drones, executive jets, and hybrid operations, creates a complex environment that challenges current safety models.

A significant incident in Washington in January 2025, involving a regional plane and a military helicopter in a high-density airspace, underscored vulnerabilities in coordination and airspace management. These structural deficiencies point to the need for redesigning airspace design, improving oversight, and increasing response agility.

Experts emphasize three priorities: reducing risk in shared spaces near airports, modernizing air traffic control infrastructure, and enhancing global learning through transparent investigations. Although commercial aviation accidents decreased to 101 from 140, the number of victims increased, with 420 deaths and 33 ground victims, indicating more severe impacts despite fewer accidents.

Emerging risks involve incidents related to lithium-ion batteries, which have caused fires onboard and on ground. The corporate jet segment recorded 34 accidents, including 13 fatalities, marking the worst safety data in recent years. Limited release of investigation reports hampers sector learning and safety improvements.

The report advocates for stronger safety measures amidst increasing stakeholders and technological complexity. Addressing these structural issues is vital to managing future risks in both civil and military shared airspace.
