Hong Kong has announced its Policy Address for 2026, signaling a strategic push to deepen integration and cooperation with Mainland cities within the Guangdong-Hong Kong-Macao Greater Bay Area. The plan highlights advancing regional synergies in green aviation, maritime logistics, infrastructure, and professional services.
Key initiatives include establishing a Sustainable Aviation Fuel (SAF) production base with Dongguan and developing a comprehensive SAF value chain, aiming for a 1 to 3 percent fuel consumption ratio at Hong Kong International Airport by 2030. Authorities are also exploring mechanisms to mandate SAF usage and launching public awareness campaigns.
Further, logistics facilities such as the HKIA Dongguan Logistics Park will expand cargo capacity to support cold-chain flows of aquatic products and fresh fruits, strengthening Hong Kong's port collaboration with neighboring cities. Infrastructure projects like the Northern Link and Hong Kong-Shenzhen Western Rail Link aim for completion in the mid-2030s, facilitating regional connectivity.
In addition to infrastructure, the government will foster rule and legal system alignment, including formulating GBA arbitration rules and expanding the GBA Lawyers' Scheme. Innovations such as the publication of a Cross-boundary Trading Guidebook and expanded skill certification programs are also planned to enhance industrial synergy and professional mobility across the region.
