India is implementing a new hub-and-spoke aviation model, with Air India planning to begin operational trials in June. The scheme seeks to improve the connectivity between domestic spoke airports and international destinations, streamlining processes like immigration and baggage transfer. The civil aviation ministry has issued a standard operating procedure (SOP) to guide the operationalization of this model.

The initiative allows passengers to travel from spoke airports such as Varanasi to larger hubs like Delhi before proceeding to international locations, including London. According to the SOP, immigration clearance and airside baggage transfer will be completed at the first point of departure and last point of arrival. Passengers will also be required to enroll in DigiYatra for the international segment, and web check-in services will be limited for the domestic leg.

Operational Benefits and Implementation Details

Air India plans to launch international services under this mixed-model, decentralizing passenger handling to reduce congestion at major airports and improve aircraft utilization. Dedicated nodal officers at spoke airports will oversee passenger segregation and prevent intermixing, ensuring security and compliance. The SOP emphasizes seamless transfer processes that could significantly reduce turnaround times and enhance passenger experience, especially at Tier II and III airports, many of which are supported through the regional UDAN scheme.

This effort aligns with India’s larger vision of turning into a global transit hub, fostering regional and international connectivity. Experts and airline officials view this model as a transformative step in India’s aviation landscape, which could boost tourism, facilitate business, and strengthen regional airport networks.
