Kazakhstan’s civil aviation sector experienced notable growth in 2025, driven by advancements in safety standards, passenger traffic, and international cooperation. The country passed the ICAO aviation security audit with a compliance rate of 95.7%, positioning it among the top 20 globally for safety metrics.
In the first eleven months, airports handled around 29 million passengers, with airlines operating more than 130 international routes to 30 countries, and a weekly flight frequency of over 600. During the ICAO Assembly, Kazakhstan reaffirmed its commitment to global aviation principles and secured a leadership role as vice-chair of the ICAO Administrative Commission, strengthening its international standing.
International relations were further strengthened through bilateral meetings with ICAO, EASA, FAA, and EUROCONTROL, leading to agreements on route expansion and regulatory cooperation. Although growth is promising, the sector faces structural challenges such as infrastructure capacity, fleet renewal amid aircraft shortages, and personnel development. Major modernization efforts include runway repairs, terminal reconstructions, and new airport projects to support increased demand. Furthermore, Kazakhstan is positioning itself as a regional hub, with strategic reforms and investment aimed at maintaining safe, efficient, and sustainable civil aviation operations for the future.
