The Indian Parliament’s Public Accounts Committee (PAC) has formally directed the Directorate General of Civil Aviation (DGCA) along with other key stakeholders to submit detailed reports concerning the recent flight disruptions across the country. During a meeting held in Chennai on December 20, 2025, senior officials from various aviation organizations, including the Ministry of Civil Aviation, Airports Authority of India, and representatives from private airlines and pilot associations, were questioned about the crisis. The pilot groups contended that the situation was manageable and could have been prevented, asserting there were sufficient pilots available. However, the airlines attributed the issues to external factors and crew management systems.
Amid the proceedings, the committee expressed strong disapproval over the absence of the DGCA Chairman, demanding an explanation for their non-attendance. Additionally, the committee examined concerns related to the User Development Fee (UDF), which is currently challenged before the Supreme Court following a ruling by the Telecom Disputes Tribunal. This judgment may expand the UDF to include non-aeronautical commercial areas like shopping malls, potentially increasing costs for airline passengers at private airports.
The directives issued by the PAC aim to strengthen the safety oversight of the aviation sector and address financial challenges brought about by ongoing disruptions, ensuring passenger interests are protected as reforms and audits are implemented.
