Peruvian Government Delays Implementation of Airport Transit Fees Amid Industry Opposition

The government of Peru has announced a temporary postponement of new transit fees at Lima International Airport following widespread criticism from airlines and industry stakeholders. The delay, extending from October 27 to December 7, 2025, includes suspending an USD8.01 charge for domestic transiting passengers and introducing a USD12.67 fee for international travelers during this period.

The opposition argued that the new charges could diminish the airport's competitiveness compared to regional hubs such as Bogotá and Panamá City Tocumen International. Airlines expressed concerns that the additional costs might lead to route cancellations, notably impacting flights operated by SKY Airline (Chile) and LATAM Airlines Group routes to Havana and Cancún. Industry representatives highlighted that Peru's international traffic recovery is still ongoing, hindered further by these fees.

During the ALTA Airline Leaders Forum in Lima, LATAM Airlines Perú CEO Manuel van Oordt emphasized the advantages of competitors nearby, noting Bogotá and Panamá’s exemption from transfer fees and their broader connectivity, including faster connection times of 45 minutes versus Lima's 70 minutes. The government stated it will modify civil aviation law regulations to promote transparent fare disclosures, with Ositrán overseeing the tariff-setting process.

Lima Airport Partners (LAP) defended the fees as reflective of service costs and necessary for funding recent terminal investments. The company pointed out that these fees were agreed upon in 2013 and urged the government to expedite regulatory amendments to facilitate subsidies and transparency procedures, ensuring the fees do not unfairly burden passengers.
