Recent customs records indicate that Russia has persisted in importing Michelin aviation tyres through intermediary companies despite international sanctions aimed at restricting trade. Between October 2024 and March 2025, a total of 2,687 tyres valued at over $7 million were delivered to Russia, involving companies based in Turkey, Spain, Saudi Arabia, India, and the United Kingdom, including a purported British firm called General Trade Solutions, which is not registered with UK authorities.

Michelin affirms its commitment to complying with all relevant sanctions and has enhanced its internal controls to prevent product diversion. The company states that none of the tyres sent to Russia are intended for military applications and emphasizes the complexity of the supply chain involving multiple distributors and resellers. Nonetheless, Ukrainian officials and industry analysts warn that Russia’s reliance on western aviation tyres, both for civilian and military use, creates opportunities for illicit re-exportation despite efforts to monitor and control such flows.

The reports raise questions about the adequacy of Michelin’s due diligence and compliance systems, suggesting a need for more proactive measures to prevent sanctions evasion. Experts recommend that the company strengthen its oversight of third-party channels to mitigate diversion risks, given Russia’s dependence on foreign suppliers for vital aviation components.

Michelin maintains that its enhanced controls have reduced diversion incidents and that regulatory enforcement faces significant challenges, including counterfeit products and false declarations within the complex aviation parts supply chain. This case underscores the difficulties of enforcing sanctions amidst the realities of global commerce and the crucial importance of vigilant compliance in the aviation industry.
