SCAT Airlines, based in Shymkent, Kazakhstan, is considering establishing a maintenance, repair, and overhaul (MRO) facility at Shymkent in partnership with Boeing. The project's discussion occurred during a meeting between Kazakh President Kassym-Jomart Tokayev and Boeing's leadership in the United States. The airline is also contemplating an order for additional Boeing aircraft, which currently comprise a significant portion of its fleet.

The airline's plans include strategic expansion with an emphasis on fleet growth and operational support, aiming to enhance its maintenance capabilities through the new MRO center. The potential facility would serve as a hub for maintenance activities, supporting the airline's ongoing growth and fleet modernization efforts.
