Singapore Announces Implementation of Sustainable Aviation Fuel Levy Starting 2026

Singapore’s Civil Aviation Authority (CAAS) has announced that starting October 1, 2026, air travelers departing from Singapore will be subject to a new sustainable aviation fuel (SAF) levy. The levy, which will range from SD 1 to SD 41.60 per ticket, depends on the flight distance and travel class, with higher fees for premium cabins and longer routes. This initiative aims to fund the procurement of SAF, a renewable fuel intended to significantly cut aviation-related emissions.

The regulation specifies that tickets purchased after April 1, 2026, will include the levy, while tickets for flights before October 1, 2026, or bought before the regulation takes effect, will be exempt. The fee applies to tickets for destinations in four travel bands: Southeast Asia, Northeast & South Asia, Australia & Papua New Guinea, Europe, Middle East, Africa & New Zealand, and the Americas, each with designated levy amounts for economy and premium classes. Transit passengers will be exempt from this charge, and multi-stop flight levies will depend on the primary destination after Singapore.

The move is part of Singapore’s broader environmental strategy to promote sustainable aviation practices. The funds collected from the levy will be pooled into a dedicated environmental fund aimed at bulk SAF purchasing, which is expected to help stabilize prices and expand adoption across the region. Cargo shipments and private flights will also face levies based on weight and route specifics, while humanitarian and charity flights will be exempt.

This new policy demonstrates Singapore’s leadership in integrating environmental responsibility into its aviation operations. It aligns with global efforts to reduce carbon footprints and encourage airlines to invest in cleaner fuel alternatives, ultimately contributing to regional and national climate goals.
