Singapore is implementing a new aviation levy to support the development and use of sustainable aviation fuel (SAF) within the region. Starting this year, passengers departing from Changi International Airport will see a surcharge based on their trip's distance and cabin class, with the lowest fee of 75 cents applicable to economy flights within Southeast Asia and the highest reaching about $32 for premium cabin flights to the Americas. Cargo fees will also be adjusted according to distance and weight, with transparency measures in place on tickets and contracts.
The funds generated aim to bolster Singapore's extensive SAF infrastructure, including the region's largest SAF plant and a new facility under construction. These initiatives align with regional efforts, as neighboring countries like Thailand, Malaysia, and Vietnam also launch or expand SAF production facilities. Industry experts stress that Southeast Asia has significant raw materials—such as agricultural and forest waste—that make it a potential hub for scalable SAF production, with ASEAN countries estimating the capacity to produce up to 8.5 million barrels daily by 2050.
Global Challenges and Industry Outlook
Despite regional progress, global SAF growth faces hurdles, primarily from policy uncertainties in the United States following the reversal of clean energy initiatives during the Trump administration. While SAF can reduce aviation emissions by about 65%, recent policy rollbacks have slowed production growth, which was previously accelerating under President Biden's administration. Industry organizations like IATA highlight that sustained government policy support remains critical for scaling up SAF supply and achieving aviation's climate targets.
In summary, Singapore's new levy aims to promote sustainable aviation fuels while regional and global efforts continue amidst policy and economic challenges. The collective goal remains to significantly reduce the aviation industry's carbon footprint by investing in sustainable fuel infrastructure and encouraging international cooperation.
