Taiwan Lowers Pilot Age Limits to Address Aviation Workforce Shortage

Taiwan's Civil Aeronautics Administration has announced significant changes to its pilot certification regulations, aimed at mitigating the country's pilot shortage and harmonizing with international standards. Effective before the end of 2025, the revised rules lower the minimum age for commercial pilots from 20 to 18, and for airline transport pilots from 23 to 21. Additionally, the maximum age for active pilots will increase from 60 to 65 years, allowing experienced captains to extend their flying careers.

These adjustments follow consultations with airlines such as China Airlines, EVA Air, and STARLUX Airlines, as well as input from flight schools and medical authorities. The regulator emphasized that medical requirements will remain strict, with pilots over 60 undergoing regular physical examinations. The initiative seeks to expand the pipeline of qualified pilots amid a global industry forecasted to face a shortfall of over 60,000 pilots by 2032.

The policy aims to address declining enrollment in pilot training programs, which fell by more than 40% between 2020 and 2022. It also supports airlines' growing international and regional routes by enabling younger pilots to enter the workforce earlier while retaining veteran pilots for longer periods. This approach is part of Taiwan's broader effort to stabilize its aviation workforce, reduce reliance on foreign pilots, and meet rising global demand for air travel.

Implementation will follow formal regulatory amendments, and other training providers have already begun updating their recruitment materials. The reforms are viewed as a strategic step to bolster Taiwan’s aviation capabilities in a competitive global environment.
