Ukraine and the European Union have resumed discussions on their aviation cooperation, holding the first joint committee meeting since 2022. This meeting focused on implementing the longstanding Common Aviation Area Agreement, aimed at aligning Ukrainian aviation standards with European norms.
Ukraine’s Vice Prime Minister Oleksii Kuleba emphasized that the agreement seeks to establish uniform rules across the aviation sector, facilitating Ukraine's integration into the European aviation system. Officials have agreed on adopting a series of EU legal acts, with implementation strategies designed to adapt to current challenges.
Preparations for Civil Aviation Resumption
In recent developments, Ukraine's Ministry for Development of Communities and Territories has established a dedicated working group tasked with preparing for the resumption of airport operations. The group comprises high-ranking officials, military experts, and leaders from major Ukrainian airports including Boryspil, Lviv, and Kyiv, with the goal of ensuring safe and secure civil aviation activities.
"Our goal is for the Ukrainian market to operate under the same rules as the EU after the sky opens: transparently, safely, and with equal conditions for carriers," said Kuleba.
The agreement, often referred to as the "open skies" treaty, was initially signed in 2013 and ratified in October 2021, just prior to Russia’s full-scale invasion in 2022. The delay in signing was primarily due to disputes over Gibraltar's status between the UK and Spain.
Following recent developments, Ukraine is actively preparing its aviation infrastructure to align with European standards, including adopting relevant legal frameworks and safety protocols to facilitate immediate integration once domestic flights resume, ensuring safety and operational continuity amid ongoing conflicts.
