Vietnam's Civil Aviation Authority Outlines Strategic Pillars for Industry Growth Toward 2035

The Civil Aviation Authority of Vietnam (CAAV) has announced a comprehensive plan to develop the country's aviation industry by 2035, with a vision extending to 2050. The strategy is based on five core pillars: infrastructure enhancement, digital transformation, strengthening business capabilities, developing high-quality human resources, and establishing a sustainable institutional framework.

This ambitious development aims for Vietnamese aviation to become a key economic sector, achieving competitiveness comparable to Southeast Asian leaders and maintaining sustained growth. The industry projects an expansion of the fleet to 300–320 aircraft, including specialized cargo planes, while also undergoing a full digital overhaul and adopting sustainable aviation fuel to achieve net-zero emissions by 2050.

Key projects involve establishing international aviation hubs in the capital region and Ho Chi Minh City by 2050, with efforts to ensure 97% of the population has access to airports within 100 km. Modern, safe, and environmentally friendly infrastructure will be prioritized. The CAAV emphasizes the importance of finalizing and implementing revised Civil Aviation laws and related policies to attract investment and clear regulatory procedures, alongside executing a long-term airport system plan aligned with national economic and security goals.

The development plan includes advancing major airports like Long Thành and Gia Bình to reduce congestion, and creating multimodal transport systems integrated with logistics and commercial centers. The industry will leverage advanced technologies, such as AI and Big Data, to optimize operations and passenger experience. International cooperation through organizations such as ICAO and IATA will be strengthened to support the modernization and sustainability of Vietnam's air transport market.
