Canada's airline regulator emphasizes that airlines have a duty to help passengers who are delayed or stranded to return home "as soon as possible," even during unforeseen events such as recent violence in Mexico that disrupted flights to Puerto Vallarta. The Canadian Transportation Agency (CTA) clarified that airlines must take active measures to minimize travel impacts and adhere to the regulations that require rebooking or refunding affected passengers.

This directive comes amid ongoing concerns from Canadians in Mexico, including residents Connors and Sonoc, who faced cancellations and delays. They were rebooked on flights much later than their original departure date, raising questions about airline compliance with passenger protection rules. Flair Airlines, which operates regional flights affected by the region-wide disruption, stated it is working to support affected customers and prioritizes safety before resuming services.

The CTA stated that under the Air Passenger Protection Regulations, large airlines are obligated to rebook passengers free of charge on the next available flight within 48 hours, or on flights of partner airlines if necessary. Passengers unsatisfied with airline responses are encouraged to file formal complaints with the CTA after 30 days. Following the latest disruptions, the regulator announced it would be investigating the situation in Puerto Vallarta to ensure adherence to these protections.
